The National Aeronautics and Space Administration is the United States government agency responsible for the civilian space program as well as aeronautics and aerospace research. President Dwight D. Eisenhower established the National Aeronautics and Space Administration in 1958 with a distinctly civilian orientation encouraging peaceful applications in space science. The National Aeronautics and Space Act was passed on July 29, 1958, disestablishing NASA's predecessor, the National Advisory Committee for Aeronautics. The new agency became operational on October 1, 1958.

The European Space Agency (ESA) is Europe’s gateway to space. Its mission is to shape the development of Europe’s space capability and ensure that investment in space continues to deliver benefits to the citizens of Europe and the world. ESA is an international organisation with 22 Member States. By coordinating the financial and intellectual resources of its members, it can undertake programmes and activities far beyond the scope of any single European country.

The hatches between the Soyuz and space station will be opened at about 2:25 p.m., and the newly arrived crew members will be greeted by Expedition 46 Commander Scott Kelly of NASA and Flight Engineers Sergey Volkov and Mikhail Kornienko of Roscosmos. NASA TV coverage of the hatch opening will begin at 2 pm. Kelly and Kornienko will return in March 2016 with Volkov after spending a year on the station collecting valuable biomedical data that will improve our understanding of the effects of long duration space travel and aid in NASA’s journey to Mars. Together, the Expedition 46 crew members will continue the several hundred experiments in biology, biotechnology, physical science and Earth science currently underway and scheduled to take place aboard humanity’s only orbiting laboratory.
